I am pleased to transmit my Statement of Policy regarding conservation activities on nonfederal land as required by the Soil and Water Resources Conservation Act of 1977. Accompanying this policy statement is ``A National Conservation Program for Soil and Water Conservation: The 1988 - 1997 Update'' by the Secretary of Agriculture.
