This topic guide is primarily concerned with H.R. 2378 Equal Access to Justice Act amendments to the 1980 Act. The amendments were introduced Congress in 1984 and were pocket vetoed by President Reagan This topic guide also covers the introduction in Congress of the Legal Fees Equity Act by Representative Hamilton Fisk (R, NY) and subsequently by Senator Strom Thurmond (R, SC). Neither version was enacted.
