Central Treaty Organization (1 folder, Box 2)
The Baghdad Pact was a defensive organization for promoting shared political, military and economic goals founded in 1955 by Turkey, Iraq, Great Britain, Pakistan and Iran. Similar to the North Atlantic Treaty Organization and the Southeast Asia Treaty Organization, the main purpose of the Baghdad Pact was to prevent communist incursions and foster peace in the Middle East. It was renamed the Central Treaty Organization, or CENTO, in 1959 after Iraq pulled out of the Pact.

CENTO never actually provided its members with a means for guaranteeing collective defense. After the withdrawal of Iraq from the Baghdad Pact, CENTO moved its headquarters to Ankara, Turkey, and the United States continued to support the organization as an associate, but not as a member. In 1979, the Iranian revolution led to the overthrow of the shah and Iran’s withdrawal from CENTO. Pakistan also withdrew that year after determining the organization no longer had a role to play in bolstering its security. CENTO formally disbanded in 1979.

Eighteen-Nation Disarmament Committee (1 folder; Box 3)
This secondary subject category contains material relating to appointing Tom Barthelemy as acting Deputy US Representative to the Conference on Disarmament (CD); the retirement of Ambassador Louis G. Fields as the United States  Representative to the Conference; and a possible statement by the President following a 1986 meeting with Ambassador Donald S. Lowitz, U.S. Representative to the Conference .The statement expresses the President’s interest in achieving a ban on chemical weapons.

Note: The Eighteen-Nation Disarmament Committee (1962-1968) is the predecessor group to the Conference of the Committee on Disarmament (CCD) (1968-1978).  The CCD then reformed as the Conference on Disarmament (CD) in 1979.  All entities were run by the United Nations in Geneva, Switzerland.  The membership expanded with each re-organization, but the United States and Soviet Union were always the chairing members.  The White House Office of Records Management does not appear to have created a new category for the Conference on Disarmament, instead using this predecessor subject code.  Material on the choosing the US Representative to the Conference, meetings with the Ambassadors and messages from Reagan to the Conference can be found in FO002-01 (Personal – Special Rank of Ambassador or Minister), ME002 (Messages to Organizations) and PR007/PR007-01 (Presidential Appointments).

Soon after its founding, RFE became a part of the federal government. Radio Liberty was founded by a different private group in the early 1950s.  Radio Liberty also became a United States government entity and was combined with RFE in 1975. As of November 1988 the parent organization was RFE/RL, Inc.  The White House Office of Records Management had not changed this subject category to the new name as of November 1988.

The amendments were adopted at the IMCO convention in 1979, and the U.S. Senate gave its advice and consent acceptance in July 1981.  The amendments allow for expansion of membership in IMCO and a way to withdraw from IMCO in protest.

United Nations Educational, Scientific and Cultural Organization (UNESCO) (0.4 l.ft.; Box 33-34)
This secondary subject category contains material relating to the United States role in the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the decision made in late 1983 to withdraw U.S. funding and U.S. participation in this organization.
From the mid-1970s UNESCO general meetings and resolutions became increasingly politicized, frequently pitting the United States and its allies against the Soviet bloc and lesser developed nations.  The situation reached a crisis point when UNESCO passed a resolution in 1980 adopting a “New World Information Order” which was perceived by many, including professional journalists, as an infringement on freedom of the press. The Reagan Administration stated that it would no longer tolerate politicization of issues, wasteful spending and bureaucratic bloat in this organization.  Not enough reform was perceived in the following three years and the United States withdraw at the end of 1984. Following the U.S. withdrawal, the United Kingdom and Singapore withdrew in 1985.

The United States insisted they would return as a full member of UNESCO after enough reforms were enacted and the policy became less politicized.  A reform observation group was formed to monitor UNESCO actions and the International Political Committee of the U.S. State Department provided quarterly reports.

The United States returned to UNESCO as a full member in 2003.

This secondary subject category contains material relating to the Commission, established in 1972 by President Nixon to develop commercial and economic relations between the United States and the Soviet Union.  The Commission was inactive until 1984. This category contains material relating to the decision to change the US chairmanship for the Commission from the Secretary of the Treasury to the Secretary of Commerce; instructions on resuming meetings and defining subjects for the agenda contained in the 1985 National Security Decision Directive (NSD) 169; correspondence with General Secretary Mikhail Gorbachev noting the start of the tenth (1988) meeting of the Commission and a briefing book for delegates to the April 12-14, 1988 meeting in Moscow.

This category contains material relating to the retention of all but one of the U.S. members for 1981; some preliminary recommendations for future trade relations; acknowledgement of the final report; and a possible meeting with President Reagan in the fall of 1981.
